Lithuanian Media Published a Signed Article by Ambassador Shen Zhifei Entitled "China's Commitment, Solid and Sound"

On May 26th, 2020, the Lietuvos Rytas, published a signed article by H. E. Mr. Shen Zhifei, Chinese Ambassador to the Republic of Lithuania, entitled "China's Commitment, Solid and Sound". The full text is as follows:

At the 73rd WHA that has just concluded, the international community, showing a spirit of solidarity and joint efforts, has adopted the resolution to support further strengthening anti-pandemic global efforts led by WHO to improve the fairness, accessibility, quality and efficiency of public health service.

The 73rd World Health Assembly was held at such a critical moment and in an extraordinary context. Currently, the world still faces a complex and severe situation caused by the COVID-19. It is the focus of the international community to discuss how to deal with the most serious global public health emergency since the end of the Second World War. Faced with the pandemic, the attitudes and measures of various countries differ greatly. While some have successfully contained the spreading of the virus, other are still suffering from severe situation. Amid the joint efforts of combating the pandemic, there have been vicious slandering, groundless blaming, selfishness and lack of coordination in action.

At such a crucial moment in history, Chinese President Xi Jinping was invited to address the virtual event of opening of the 73rd World Health Assembly. President Xi Jinping has elaborated on China's propositions in fighting the epidemic, put forward a series of important initiatives, and made solemn commitments to the global anti-pandemic efforts.

China advocates the coordination of epidemic prevention and control and economic and social development. We must do everything we can for COVID-19 control and treatment. This is a most urgent task. We need to move as fast as we can to curb the global spread of the virus and do our best to stem cross-border transmission. The principle of "people first, lives first" must be followed. China is not only responsible for the safety and health of its people, but also committed to the global public health cause.

China urges to build a global community of health for all.The virus does not respect borders. Nor is race or nationality relevant in the face of the disease. Solidarity and cooperation is our most powerful weapon for defeating the virus. We need to improve the governance system for public health security. We need to step up information sharing, exchange experience and best practice, and pursue international cooperation on testing methods, clinical treatment, and vaccine and medicine research and development. This work should be based on science and professionalism, led by WHO and conducted in an objective and impartial manner. We need to improve the governance system for public health security. We need to respond more quickly to public health emergencies and establish global and regional reserve centers of anti-epidemic supplies.

China support countries where conditions permit may reopen businesses and schools in an orderly fashion in observance of WHO's professional recommendations while working on an ongoing basis to contain the virus. China holds the view that international macroeconomic policy coordination should be stepped up and the global industrial and supply chains be kept stable and unclogged if we are to restore growth to the world economy. These suggestions are not only a summary of China's successful experience, but also in line with the current situation of countries in the fight against the epidemic, and are focused on addressing the challenges posed on global economy and peoples' livelihood.

To contribute to the global efforts of combating the pandemic, President Xi Jinping made five solemn commitments: 1. China will provide US$2 billion over two years to help with COVID-19 response and with economic and social development in affected countries, especially developing countries. 2. China will work with the UN to set up a global humanitarian response depot and hub in China, ensure the operation of anti-epidemic supply chains and foster "green corridors" for fast-track transportation and customs clearance. 3.China will establish a cooperation mechanism for its hospitals to pair up with 30 African hospitals and accelerate the building of the Africa CDC headquarters to help the continent ramp up its disease preparedness and control capacity. 4.COVID-19 vaccine development and deployment in China, when available, will be made a global public good. This will be China's contribution to ensuring vaccine accessibility and affordability in developing countries. 5.China will work with other G20 members to implement the Debt Service Suspension Initiative for the poorest countries. China is also ready to work with the international community to bolster support for the hardest-hit countries under the greatest strain of debt service, so that they could tide over the current difficulties. These solid commitments will address the current and future priorities and difficulties in the global fight against the pandemic. They demonstrate China's commitment to building a community with a shared future for mankind and a major country's responsibility to the global public health cause.

COVID-19 is ravaging all around the world and has a far-reaching influence. It has given the world many valuable inspirations. President Xi Jinping stressed, we human beings will eventually prevail over the coronavirus. Yet this may not be the last time a major health emergency comes knocking at our door. All of us should come together and work as one to make concerted efforts to protect the life and health of people in all countries, to safeguard planet Earth, our common home, to build a global community of health for all.

Since the outbreak of COVID-19, China and Lithuania have been communicating and coordinating with each other closely and rendered mutual support to each other. It's a great joy to see that with timely and effectively measures taken by Lithuanian Government and Lithuanian people's joint efforts, the COVID-19 has largely been contained in Lithuania. Both our two countries are faced with major task of economic recovery and planning of post-pandemic development. The pandemic has not only bring a disaster and crisis, but also hope and opportunities. Withstanding the test of combating the pandemic, I look forward to more fruitful results of China-Lithuania and China-Europe cooperation at the new starting point.
