On May 25, 2012, the senior officials' meeting between ASEAN and China, Japan and the Republic of Korea (10+3) was held in Phnom Penh, Cambodia. Senior officials from 10 ASEAN countries, China, Japan and the Republic of Korea attended the meeting. Vice Foreign Minister Fu Ying led a delegation to the meeting. The participating senior officials had an in-depth exchange of views mainly on implementing the outcomes of the 14th ASEAN Plus Three Summit and cooperation for the next phase and prepared for the foreign ministers' meeting and leaders' meeting in the next half of the year. The participants listened to the developments of "10 plus 3" cooperation in finance, economy, trade, food security, interconnectivity, tourism and double-track and reached a series of consensus on deepening pragmatic cooperation. All parties agreed to take the 15th anniversary of the "10 plus 3" cooperation this year as an opportunity to comprehensively summarize the development experience, plan for the future and push the 10 plus 3 cooperation to a new level. In her speech, Fu fully affirmed the achievements made in the 10 plus 3 cooperation in the past 15 years, and held that in the context of the new changes in East Asian cooperation, all parties should comprehensively push forward the 10 plus 3 cooperation in various fields, strengthen the Chiang Mai Initiative Multilateralization (CMIM) and actively discuss how to provide additional funding for building interconnectivity. They should also support the promotion of regional free trade, cooperate to address new challenges such as food security, energy security, transnational crime and natural disasters and contribute to regional stability, development and prosperity. |
